Concert stewards SIGNET toward the OpenPeppol AISBL pattern: a non-profit steward with multi-stakeholder representation and no single-party control. It is not there yet, and says so: the Standards Committee that will govern normative change is not yet constituted, and until it is, changes are taken under a published bootstrap clause – reasoned in writing, subject to a stated comment period, recorded as interim resolutions, and reversible by the Committee on the record. Every decision taken this way is indexed in the repository.

Implementations can be SIGNET Certified against a public, machine-runnable suite — identical for every implementer; no certifications have been issued yet. Concert owns the IP and licenses it to commercial operators.
