What it is

eForms is the EU's standard for the notices public buyers publish about their procurement — planned, competed, and awarded — established by Implementing Regulation (EU) 2019/1780. It defines the structured format in which notices are submitted to Tenders Electronic Daily (TED), the EU's official procurement journal, and is mandatory for above-threshold public procurement across the Union.

How SIGNET supports it

eForms sits in SIGNET's normative mapping tier. The specification's mapping table binds the canonical SourcingEvent and Lot objects to the eForms notice, alongside their OCDS tender mapping — the two publication vocabularies a public buyer is most likely to owe. A conforming implementation MUST be able to project a sourcing event down to a conforming notice without loss of the mapped fields, and to lift notice data into the canonical model.

This follows the profile-and-bridge principle: SIGNET does not define its own notice format. A public body running its sourcing on a SIGNET network holds the canonical event as the single source of truth and derives the eForms notice from it, rather than maintaining the notice as a parallel artefact that can drift. Structures with no eForms counterpart — the entire Agent Layer, for instance — are omitted cleanly on projection, so publication obligations never entangle SIGNET-original data.
